I create a blog with PPC advertising inside, I am using High paying keyword, like "private jet charter" or "health insurance", but why is the value per click is so low on my blog? I have enough traffic, but adsense per click on my blog is only $0.10 whether the cause? thanks..

Actually, the top paying ads are utilized on top websites/blogs. The regular increase in traffic attracts the quality ads to a website or blog. The value of (several thousands) ads by Google is random. It varies slightly. Using High paying keywords is not only the secret to be used, but a huge traffic can make one grow in the business.

It depends on what ads the visitors are seeing.

Have you opted out of interest based advertising? If not then it is possible visitors are seeing ads based on their recent activity rather than the contents of your site. Try opting out and seeing if it makes a difference.

The other possibility is that AdSense doesn't have enough advertisers in those areas and you are being served "filler ads". Low paying ads from coupon companies etc....have a look at your site and see what ads there are. Get rid of some of the cheap ones by using the competitive ad filters.

That depends on the competitions of your adsense, try to lessen your adsense links and that should work.
